In addition to holding a Commercial Pilot certificate, I have more than 30 years of experience in airspace design and air traffic management. I also hold multiple airspace design and management certifications from the FAA Mike Monroney Aeronautical Center in Oklahoma City, Oklahoma.
Over the years I've leveraged my expertise on dozens of FAA rulemaking advisory committees tasked with issues including maximizing Class B airspace, designing special use airspace and routes. Since 1992, I've actively participated on dozens of RTCA policy and technical committees on issues ranging from airspace design, to frequency spectrum management and the FAA's NextGen Modernization efforts.

I have expertise in airmen and aircraft certification. This includes leading AOPA's initiatives to support the integration of new and emerging markets including UAS and Advanced Air Mobility markets. For more than 30 years I led AOPA's advocacy efforts to implement the regulations supporting the Light Sport Aircraft segment of general aviation, the Basic Med medical standard and the performance based FAA Part 23 certification standards.
All of these initiatives support a safe and economically viable aviation industry.

I have extensive experience in working with government agencies at the Federal, state and local in establishing good governance and responsible public policy. This work includes establishing general aviation friendly state and local ordinances including I also have experience in International Regulatory affairs with ICAO and EASA.

In December of 2021, I retired from the Aircraft Owners and Pilots Association after more than 30 years. As AOPA's Vice President of Government and Regulatory Affairs - I led a team in advocating for AOPA's interests at the federal, state, and local levels of government on matters affecting airmen, aircraft, and air traffic control.
I also represented AOPA’s international policy interests at the International Civil Aviation Organization (ICAO), the European Aviation Safety Agency (EASA), and other international regulatory bodies.
Additionally, I served on RTCA’s Board of Directors, and previously served as co-chair of the FAA NextGen Advisory Committee Subcommittee. I'm currently an appointee on the National Park Overflight Advisory Group.
A native of Pennsylvania, I hold a commercial pilot certificate with a lighter-than-air rating and have flown for more than 37 years. I have FAA Academy training in Airspace Design and Analysis, Air Traffic Management, Terminal Procedures Development, and Environmental Policy.
I began my aviation career in 1982 at Lancaster Aviation, a small FBO in Lancaster, Pennsylvania. During this time, I also operated Conestoga Hot Air Balloons, a commercial hot air balloon business that flew half a dozen balloons providing sightseeing flights and flight instruction. My company was also an FAA certified balloon repair station.
